Our qualifier has always been (from local AHJ’s) just that it’s not high enough 
off the deck that it’s a “trip hazard”  . .  Which for us, just meant that we 
would offset bend it down to a minimum height off the deck  3”-4” . .

it would be only a "minimal obstruction".
