Jason,

They announced that Tesla Direct would stop offering standalone Powerwall
installs, and would only take orders for PV+Powerwall.

That announcement has confused just about everyone because Tesla marketing
is very LOUD and generally ignores the existence of non-Tesla certified
installers like us.

Again,  frustrating, but not surprising...
