I lived in Mariposa CA before moving to Nevada. The workaround was to buy a metal roof structure like a car barn and cover the M home with it. The metal car barn had the snow load engineering. This made the building department happy. I definitely would not put solar on a manufactured home and expect any support from the AHJ.
