When were ANY order of events *Documented* by RS. As far as I know, that last word on event order from RS is that they won't document them because they are subject to change at any time.

It still would be nice to have something similar to Matt's "old" RBTDG's "Unofficial" order of events that was more updated and comprehensive than the original. I guess this is impossible considering different and constantly changing OS's.

Not at all. Just do as Matt did and determine the order of events experimentally. You could probably even write a project that logs event handler calls and generates such a guide, making it easy to share with everyone else.
