Some time ago, I asked myself. Here are some answers I received:
- You might use this C lib:
http://shapelib.maptools.org/
- PostgreSQL. Use shp2pgsql to get your info into the database and
use highly-optimized routines to access it.
- http://grass.itc.it/
- For ESRI, I would recommend GDAL library. GDAL also can read/write
in many more formats
