I think there will be third-party development just not development by "cottage" developers. To get the SDK you'll probably have to enter into some sort of licensing agreement with Apple then when you are ready to deliver your app it will be approved by Apple and placed on the iTunes store for download with Apple taking a cut of the sale. Just like Games are handled for the iPod.
