From MacUser (UK):

"Apple did also confirm that the iPhone would not be open to
development by third
party developers; all applications developed for the iPhone would come
through Apple, though it doesn't rule out developing tools in
partnership with other companies, such as with the already-announced
Google Maps".

To get the SDK you'll probably have to enter into some sort of licensing
agreement with Apple then when you are ready to deliver your app it will be
approved by Apple and placed on the iTunes store for download with Apple
taking a cut of the sale. Just like Games are handled for the iPod.
