You are right. There is a lot of redundancy in many parts of Mac OS X. However they are mostly related to the Classic/Mac OS X transition. Instead of abandoning the old APIs/procedures they simply left both old and new methods available and deprecated the old method warning the developers that in future will not work anymore.
