I don't know exactly what that means, but in case it's useful, I've successfully used serial ports under both VirtualPC and Parallels (both running XP). However, I recall that there was an extra setup step required in the emulation software, to tell VPC/Parallels which USB device it was supposed to grab as a Windows serial port. Perhaps this is the missing step in your case.
