Proposed changes:
1) Voting in support of a change or fix is based on a limited number of tokens (say 10). A user has to choose to MOVE their voting tokens from a different report once they have allocated them all. This makes the voting aspect much more informative.

2) Checkboxes (ie: some properties) be added to allow users to specify:
[x] I am currently experiencing this problem.
[x] I can rapidly test this problem if a fix is provided.
[x] I am able to provide more detailed feedback if contacted.
(this is for people who would be able to do things like walk through the debugger reporting on what happens, maybe even be able to go into IM sessions to aid RS people live).

3) The current Watch List is retained as is but the figures from it are not counted as votes.

WHY DO THIS NOW?
There is a perception that RS have a quality management problem and r4 seems to have exacerbated this with some major instabilities.

This is website-level stuff so does not need to involve the core engineering team.

I (modestly) think this would really improve their feedback mechanism.
