OS? RB Version? If this is happening on Windows, then it's a BUG! On Windows when you modify/overwrite a file it keeps the creation date and only the modification date is changed. BTW, I tested the tutorial project with RB 5.5.5, 2005r4 and 2007r1 and everything works fine - ONLY the Modification date is changed and the Creation date remains the same, when saving/overwriting to the same file. I don't have 2007r2 installed, so if this is happening with 2007r2, it's a bug. There was a bug with the Creation and Modification dates that was fixed for RB 2007r2. If this is happening on 2007r2 then this might be a "colateral" effect of the fix.
