Outlined text has always been a Mac-only thing.  There are fonts  
though that are drawn outlined.  That might be the easiest.

If you want to draw black on white, you could kind of draw the text 4  
times in black (1 pixel up, down, left, or right each) and then white  
text on top of that in the middle.  The result would be extra bold  
though.
