It does.  The problem is that we have no way in the IDE to specify
exactly what a control's parent control should be.  Instead, it's
inferred from the combination of bounds (relative to other controls on
the window), control order, and TabPanelIndex.  That usually works
fine, but when you have nested controls, it can quickly get confusing.
