I suspect you'll find this to be platform specific, and accomplished either through declares or a plugin. On the Windows side of things you should be able to use a keyboard hook, though a note I saw on the Windows Functionality Suite indicated that, for whatever reason, was limited to the RB app having focus. Worth a shot in any case, assuming you use Windows. On the Mac side I have no idea, but there's certainly something similar.
