On any transaction as a buyer you need to get as much protection as possible, signing a contract without a financing contingency, is like going into a alligator pit with just a few pounds of meat! the likelyhood of closing a deal based on an approval letter are very slim, there are many other factors to consider, appraisal, changes on loan programs, zoning may affect the loan ltv that the bank would lend and so on.. Ther e is absolutely no reason for any prudent buyer to do so.
