Most utility companies will revert service to landlords with a phone call. In the lease I have seen a clause requiring the tenant to specify their move-out date with notice of x many days, and this is usually there to make sure the utilities cutver has been arranged. The only issue that I can see occurring is when a tenant is evicted or skips the rent. In this situatio the tenant sometimes requests a disconnect.
 
To circumvent thsi, it is often possible to arrange to have the bill name changed to the tenant for the term of the lease and revert to the landlord at the end of the lease term. You have different reactions from different municipalities, so I'd say check beforehand.
