As much as I would love everyone in the world to use our software all the
time, I have to say it sounds a little like overkill to me.

I'd suggest making a java class that measures bandwidth by downloading a
file and measuring how long it takes to download.  Then depending on the
bandwidth it sends the browser to a low or high bandwidth version of your
site.  If the browser doesn't support java (or support is disabled) you
could display links to the low & high bandwidth sites.

This should be pretty easy and would have much less overhead and would work
for people that don't have the RealPlayer installed.
