So does that mean if I encode a file for surestream with backward
compatibility for RP5, and I http stream the file it will play on a rp5 at
the one rate.?

Since the use of backward compatibility requires Sure-Stream and
Sure-Stream cannot be web streamed the answer would therefore be no.
