Time base correctors are generally used in professional video on playback decks in a system that is timed to house sync. They commonly have H and SC phase adjustments and picture controls. Consumer equipment would not fit into this use and a TBC on a VCR only feeding a monitor would not be useful. If you need a TBC in your capture system and your capture card is genlockable there are products out there but they are expensive, a couple thousand dollars.
