Inverse Telecine does make a distinct difference because it removes
unnecessary frames and can spend more bits on the real frames. However, the
filter is not used (even when the option is checked) when your input is
less than 30 fps or your maximum framerate in the Target Audience Settings
are less than 30 fps. Perhaps this is causing some confusion in situations
where the filter isn't being used and therefore the results don't look any
different.

Use the High Quality Resize filter to improve the scaling quality. This is
found in the Preferences dialog on the Video Filters tab. The default is
Fast Resize.
