Mm, its an interesting article , but I'm not sure that it reveals anything
particularly different in the way that claims under the NT Land Rights act
are dealt with by the Federal Government. (unless Ramsey knows something
that he is not telling us here).
There have always been very extensive delays (often longer than the one
involved here) between the presentation of Aboriginal Land Commissioner's
reports and the formal acceptance of them by government. They have also
almost always been introduced into parliament with very little fanfare.
The thing that , in fact, strikes me as most remarkable about this
particular claim is the delay between the completion of hearings and Gray's
report. Two and a half years! I'd heard that , for all his virtues (he has
generally been seen very positively by indigenous groups), Gray was a bit
on the slow side but that is pretty outrageous!
The Elsey matter is certainly one worth keeping an eye on, but I wouldn't
see it as one of the real "frontline" issues here yet.
The suggested amendments to the legislation a la Reeves review however, do
require some more serious thought. (Unfortunately the issue is a complex ,
difficult one which it is not easy to turn into a simple campaign)
