How are you determining if there are any key frames in a flv file? I
recommend flvmdi (http://www.buraks.com/flvmdi/)

In the Flash application you can use camera.setKeyFrameInterval(X) to drop
in more or less key frames.

Other than that it could be a Red5 bug.
