Thanks.  The flash component was developed by some outsourcers of questionable 
skill, so I would not be surprised if the setKeyFrameInterval bit is not 
included in the app at all.

In the Flash application you can use camera.setKeyFrameInterval (X) to drop in 
more or less key frames.

Other than that it could be a Red5 bug.
