Red Dot is a totally different product from Livelink WCM (Presentation
Server) although both integrate with Livelink Enterprise

It is true that Open Text are no longer selling licenses for Livelink
WCM (Open Text bought a number of Web Content Management products and
has stopped selling all but RedDot - despite RedDot having less
features/capability)

I expect Livelink WCM will be used for quite some years by the current
user base despite the slowdown in development from Open Text (in fact,
the API is very mature with only changes to the authoring front end
required). Smaller specialist companies will continue to offer
services long after Open Text try and convince customers to pay for
expensive migration/license renewals....

Hope that answers your question
