No, the XCMS Extension has been part of the RedDot CMS suite since ~2004 Apparently Open Text wanted to take some of the Obtree (Livelink WCM Presentation Server) functionality and implement it into RedDot but as the architecture is completely different (WCM API uses The Mozilla SpiderMonkey JavaScript engine - same as Firefox) it's going to be a slow progress.
Considering the recent popularity of client side Javascript libraries (such as jQuery and prototype) a lot of people are realising the potential of a decent server side javascript engine...
