Hrmmm ... something sounds fishy. When you are in the keyword dialogue for a page or element (Assign Keywords) you should see a window with 4 columns:
Category - Keyword - Status - + Add Now when you actually add a keyword it should populate those columns. The status will be an icon indicating if the keyword is being added or deleted and underneath the + Add column a red circle with a white X should be available. Clicking on the X will shift the Status icon to the delete one (has a little red - in the corner). Now when you say Ok to the page the keywords you have set to add and delete will all add and delete as appropriate. All the transactions will be listed on the one screen though and they don't remove until you actually click OK. Hopefully that helps you out.
