Well for emails we usually publish a "web version" of the email to DS which nicely kills two proverbial birds.
Failing that you could have a special page off SE Home that you hang all your email images off.

We also do similar things when people without direct access to load files to our server need images to be web accessible ( for non cms managed emails usually).

The working assumption of CMS is that if your image isn't used by any published page (i.e. orphaned) there is no reason to publish it. Which is fair enough since items on web servers are generally not "discoverable".
Which raises the question, why do you even want to put an image on DS that isn't served? And... Why are you serving images from tomcat anyway?
