I've not noticed time differences; as I'm a dialup user, they are mostly 
irrelevant. However, I have random ordering of mail from many lists for as 
long as I can recall. I assume some sendmail in the delivery path has a 
transient problem, goes to the next which goes successfully.

the time differences you observer are likely due in part to different 
sysadmins' perception of how often they should try to flush outgoing mail.
