Bad idea... If a download fails because of client issue or link
disconnection, the message is lost entirely.

That I agree with.  If procmail doesn't know about quotas (as another
poster suggests) then qmail or Courier (my preferred MTA:
http://www.courier-mta.org/) should do smarter things.
