Back in October, this exact issue came up...  below I have copied the text from one of the responses.  For further info, check the archives from October 2002.

Tell Putty that the character set is UTF-8.  It's in the
Windows->Tranlations section when you're connecting.

I use Putty as my ssh client and I don't think that I have changed any
switches since the upgrade...
