From looking at the man mkbootdisk page is doesn't look like this is the
supplied bootnet.img.
From the directory containing bootnet.img, try this:
mkisofs -b bootnet.img -c boot.catalog \ -o /tmp/bootnetimg.iso bootnet.img
Burn the resulting /tmp/bootnetimg.iso to a CD.
