Doh! Stupid me, I didn't specify anonymous_enable=NO in the config file, I
just commented out the entire line.

You might can remove anonftp:
# rpm -e anonftp

But, anonymous_enable=NO in your /etc/vsftpd.conf should have done the
trick.
