It should already be a service if you used the RPM it does the chkconfig --add ..... during the install process
this is the one I downloaded and it worked fine http://prdownloads.sourceforge.net/webadmin/webmin-1.090-1.src.rpm I carried out a rebuild on it and it installed fine.
