I think you mis-understood what I meant by it being an option.  I mean
the redhat-config-httpd application.  Don't worry about it.  I don't
really want to manually edit it since doing so may keep the X app from
being able to configure it.  And my boss specifically wants to be able
to change configuration on it.  I was just hoping I'd not have to make
it so easy on him.  Thanks anyway.

It's always been the option.  Sounds like something else may be going
on.  We run several (over 25) RedHat web servers here.  Non have X
installed or even have a monitor/keyboard/mouse connected.
