The "telnet" package contains a client. The telnet server is in the
"telnet-server" package.

You don't need to create anything manually, provided that you have
installed the correct packages. ;)

  chkconfig telnet on
  
would be all you would need to run as "root" to enable a telnet
server. No editing of xinetd files is necessary.

Use OpenSSH (sshd) instead of telnet. ;)
