Since it is nuclear waste it will cause numerous deaths during the millions of years it and its daughters stay radioactive and in the environment. That is unacceptable and possibly illegal collateral damage. Tungsten is just as effective. It's just that it's cheaper for DOE to let it's nuclear waste be shot around than to store it properly.
