Ok, didn't know if we were talking about the same thing.
There is a very good package named Big Brother that has
changed their license since last i looked but it is still
fair. Unless you're generating revenue from the use of
their product there is no license fee :

Also it looks like there is an effort to revive the
cheops package found at:
