What version of glimmer are you trying, 1.2.1 ?

Does the following file /usr/include/pygtk/pygtk.h  exist ?

What is the exact error message you are seeing?
because the one you list doesn't seem to exist exactly.

The version i looked at only really tests for that file
with one possible gotcha being eliminated by your 
test of the python command.   You're going to hate
hearing this but... WORKSFORME   ;o)
