Thanks to all who responded to my cry for help.

The issue was two things:
    1.  Even though it's included with the package, the software was never installed (in RHL8.0) even though 'Everything' was installed.
    2.  The basic SWAT file placed in /etc/xinetd.d won't work if you use a IP address like 192.168.1.n and a real machine name box.name.com.

The message returned was as if permission's were wrong, not that the package wasn't installed or defined correctly.
