Last year you were probably downloading RHL 8.0 (Psyche), and RH 9 was released around April of this year. Given this release cycle and considering Red Hat's announcements in the interim, I think it is reasonable to believe that the next release of RHL will likely happen somewhere in the next 30 days. However, the official word is (as it always has been), that it will be released WHEN IT'S READY.

As you have not seen ANY of the results from their new business model, you are not yet in any position to offer educated, intelligent, or even semi-informed opinions. Wait until they actually release something, THEN say whether you like it or not. Before then, you're blowing sunshine. Besides, the rest of the market seems to disagree with you:
