Unfortunately, this appears to be the case.

The problem I am having is that I have no idea what my partitions will look
like. I am trying to do some pre-planning. My office ordered a system with
NT pre-installed and I want to put Linux on it when it arrives. I just hope
the drive is partitioned in such a way that I can delete and resize a
partition immediately without losing any data. If not, it sounds like I
will have to go through some elaborate ordeal and figure out how to run DOS
to get Partition Magic to work!

One suggestion I've heard is that you can stick Partition Magic on an NT
FAT partition and bootup from a DOS disk. That will allow you to resize the
NTFS partitions. Unfortunately, that probably won't work for you since you
only have NTFS and have nowhere to stick PM.
