You may try the following:
# mkdir /usr/local/lib/netscape
# tar xzf netscape-v304-export.x86-unknown-linux-elf.tar -C /usr/local/lib/netscape
# cp /usr/local/lib/netscape/netsacpe /usr/X11/bin
Now try:
# netscape &
