Yep, that's too many connections.  Set the allowed connections up with
the nowait.<limit> syntax in inetd.conf

I still can't tell you why it can't lookup pw entries or serv entries
after a SIGHUP.  Does stoping/starting the service work better than
sending it a SIGHUP?

Best idea I've had is still getting the latest src.rpm and --rebuild'ing
it on your box.  I've never seen inetd do that under any release of Red
Hat that I've run.
