Actually, it's a service that provides blocks of addresses that a sysadmin
can use to block dialup accounts from sending mail directly (i.e., without
routing it through your upstream provider).
The idea is that folks who set up an MTA on a dialup account are likely to
be spammers. The service has a major flaw -- let's say you have a dialup
account and have a legit MX record, and your ISP is even willing to handle
the hassle of you having a dynamic IP address. In that situation, if your
ISP has listed its dialup blocks with mail-abuse.org, your mail will be
blocked by a user of the service based on your IP address, even though all
else is legit.
