I have the same problem. I found out I wasn't using the latest verison of
initscripts and I was optimistic that the update would fix it but I haven't
done so yet. If you are really using 6.2 them I assume it incorporates
the update. Why don't you check the version ('rpm -qi initscripts' and
'rpm -qi ppp') against the latest are ppp-2.3.10-3.i386.rpm and
initscripts-4.70-1.i386.rpm.
Otherwise I, like you, have no idea what's wrong. I can tickle pppd into
connecting and authenticating just fine... but not (consistently) through
the network-scripts so I assume that the problem has to do with how pppd is
called. If you figure it out, I'd love to be in on the secret.
My /etc/ppp/options file, as I assume your's, does not have anything like
'require-pap'. Mine is just 'debug\nlock'. But the network-scripts have
their own nooks for tucking away options and something untoward may be
happening there.
