I know this may sound really stupid, but are you sure the root directory
for proftp is set to /home/httpd/html?  I believe the ftp daemon is
usually set to a different root directory by default (/home/ftpd).  Yes,
it is possible to navigate the filesystem towards root, and then go down
to /home/httpd, although that would only be possible if the ftp server is
not secured at all.  It should be chrooted in order to avoid that.

Again, sorry if you already considered this.  I just ignore how familiar
you are with Linux, and I still remember the first time I set up a ftp
server and had mistaked like the one I'm describing here.
