The log keeps track of certain security issues, ie in the above it tells
you that somone apparently on this IP  199.224.86.36   connected to the
machine that contains the log with a telnet session.

You can restrict who can connect to such services through the host.allow or
host.deny files, also by using ipchains, depending on your needs
