rpm problem

hey guys and gals, 
        when i try to install a rpm from the redhat ftp site it gives me this
message :
"only packages with major numbers <= 3 are supported by this version of RPM"

what does this mean??? it only does this on the rpm packages from the RH ftp no
other rpm does this ......
