My fault.  Do the following:

        chkconfig --add httpd

Now "chkconfig --list httpd" should report:

        httpd           0:off   1:off   2:off   3:on    4:on    5:on    6:off

If the three on's are not as listed, then run:

        chkconfig --level 345 httpd

Sorry that I forgot about the add option.
