Port 113 is used by remote machines to find out who is trying to connect
to their machine.  One of the biggest uses is by IRC servers to limit
users to one connection at a time, but other services may use it as
well.  Blocking this port is usualy ok, as long as you are rejecting
connections, an not denying them.  If you use deny, then the system on the
other end may wait untill it times out before processing your connection.
